The process of designing the crisis management and passive defense program more or less follows the standard processes of the executive regulations of the country's crisis management organization and the country's passive defense organization (Articles 23 and 13).
Considering the importance of technical studies and reviews of roads, railways, freeways and the development plan of existing ports and airports and the processes of the road construction industry from the perspective of crisis management and passive defense and the experiences and feedbacks from the actions taken in previous years, determining a specific process In order to explain how to conduct and approve studies on crisis management and passive defense in the parent company specializing in the construction and development of the country's transportation infrastructure, including determining the description of services, purchasing consulting services and reviewing reports at different levels, this office has essential duties.
Goals:
1- Creating unity and coordination in conducting, reviewing and approving studies
2- Identification and leveling of centers of gravity in national projects
3- Presenting a clear and codified model and framework in order to prioritize passive defense measures and crisis management of the country (infrastructure projects)
4- Facilitating and speeding up conducting, reviewing and approving field studies of construction projects
5- Determining the process of obtaining the necessary permits from the competent authorities
6- Necessary coordination with relevant agencies regarding projects near sensitive areas of the country (military, nuclear sites, etc.)
