The IRI constitution
*Article 44
The economic system of the IRI is based on government, cooperative, and private sectors, and has a thoughtful and detailed planning.
The government sector includes all major industries, heavy industries, foreign trade, large mines, banking, insurance, supply of energy, dams and large water supply networks, radio and television, post, telegraph and telephone, airlines, shipping lines, roads and railways, and the like which are under the government control as public ownership.
*General policies of article 44 of the IRI constitution
2- Investment, ownership, and management in the said fields shall be authorized at the top of article 44 of the Constitution by public non-governmental agencies and bodies as well as cooperative and private sectors as follows:
2-7 - Roads and railroads
2-8 - Airlines (transportation by air) and shipping lines (transportation by sea)
The optimal share of governmental and non-governmental sectors in the activities at the top of article 44 shall be defined according to the Constitution taking into account the preservation of government sovereignty, country's independence, social justice, and economic development.

General policies of the government in transportation sector
(Communicated by the supreme leader, forwarded in 2000)
1- Formation of a comprehensive transportation system and specification of the shares of each subsection, prioritizing railroad transportation, and taking the following points into account:
- Economic, defensive and security considerations
- Lower energy usage

- Reduction of environmental pollution
- Safety enhancements
- Creating balance and proportionality between infrastructures, fleet, navigational equipment and demands
2- Increasing productivity to reach the highest level through development and improvement of transportation, management, manpower and information system.
3 - Development and improvement of transportation network taking the following points into account:
- Networking approach to development of axes
- Preparation of lands
- Defensive and security consideration
- National profitability

- Transit situation of the country
- Demand
4- Paving the way to attract local and foreign investments as well as encouraging public participation and expansion of insurance coverage in all activities of this sector
5- Achieving higher market share in the international transportation market
